I hope that the xip will be available, as I never succeded to install Xcode from the Mac App Store. It takes hours to download (and it can't be running during this time !!!) then silently fails. Edit: I finally succeeded to install from the MAS, after previoussly deleting the previous version.

Please do note however that this is a workaround. This is not in anyway supported by Apple as they have specifically set the new version of Xcode 10.2.1 for the latest OS only. We found that these steps work for us and we cannot guarantee if it will work for you.
Navigate to Xcode 10.2.1.app/Contents/ and edit the file Info.plist, change the Minimum System Version to 10.13.6 (it should have 10.14.3 originally written on it), make sure to save.

Install xcode 10.3 and it works(all about this post). after download -DeviceSupport the folder that i need 13.0,13.1,13.2 after move this folder to Xcode 10.3 directory /Applications/Xcode.app/Contents/Developer/Platforms/iPhoneOS.platform/DeviceSupport Restar the Mac. now i can debug from IMAC 2010 with Xcode 10.3 a iPhone 7 device with iOS 13.2.2
Like Jurie, I was also able to get this working for 10.3 on High Sierra. Note: For some reason the plist files were cached before I edited them, so after editing and rebooting I was still blocked. So, I had to force a re-cache of the plist files (there are multiple ways to do this) to be able to start xcode 10.3.

I've had no success to date, but I can share a few things I've learned so far -- apart from the obvious lesson I've learned (the hard way) that typos can be fatal when using your stack.The first problem I encountered was an error when LiveCode improperly included tsNet in an automatic search for inclusions. (The solution was to select the inclusions manually.)A second problem was an error message that "altool" could not be found. Hoping to avoid having to download the entire XCode, I had installed only the Command-Line-Tools. A web search indicated that CLT did not include "altool" -- heads up to others who've made the same mistake -- so I spent a day downloading XCode, hoping that this would resolve the problem. Apparently, everyone needs XCode.Sadly, I'm now getting an error message "Failed to get the password for the keychain item..." In ignorance, I probably just screwed up my keychain (and maybe my developer account) over previous failed attempts.Curiously, when I misinterpreted your General Settings item "Name of app-specific password*" as meaning the actual password and not its Keychain name, I actually got a few steps closer before the process aborted.Obviously, I've got to persist until this works, but you've given us a great start.
